Washington County Parks is excited to announce an opportunity for a local artist to transform a wall for our Scoggins Valley Outfitters watercraft rental business at Scoggins Valley Park, home of Henry Hagg Lake. The Park averages 1 million visitors each year, and the mural will be located at our busiest recreation area.

Scoggins Valley Park is owned by the U.S. Bureau of Reclamation and operated by Washington County Parks. The 2,500-acre park features two boat-launching facilities, over 14 miles of multi-use trails, an 18-hole disc golf course, and numerous picnic areas. The physical address of the mural site is 50250 SW Scoggins Valley Road, Gaston, OR 97119 at C-Ramp Recreation area.

Timeline:
April 8 – applications due
April 11 - 22 – review and selection process - IN PROGRESS
April 26 – artist selected and notified
May 13 – final design due
June 17 – mural completed

Budget: $2,500, to include all supplies and labor (and graffiti coating). Paid upon completion.

Theme: Nature and Recreation

Dimensions and Scope: Design and paint a 20’ x 8’ mural on a Conex shipping container part of the Scoggins Valley Outfitters rental operation. The current container is gray and grooved, as pictured below.

The mural will be exposed to all weather conditions and will be accessible to the public. The site of the container is southern facing. In addition to aesthetics, a mural should account for durability and public safety.mural location
APPLICANT GUIDELINES

To be considered, please submit the following:

1) A completed application (includes all the below)

2) Cover sheet (pg. 3 of this document), with three (3) references of individuals who can attest to your commitment completing public art or similar scope projects

3) Artist statement (up to 1,000 words) that describes:

  • Why the artist is interested in producing the mural

  • Previous experience with public art projects

  • The artist’s connection to Washington County, Oregon

4) At least three (3) samples of your previous mural projects and/or samples of previous non-mural artwork that represents your style, with a brief description of each, including size, medium and year completed

5) Concept drawing for the mural design, including proposed materials. Once an artist is selected for the project, they will submit a more detailed drawing/design.

Note regarding the Public Records Act: Be advised that any contract that eventually arises from this call for artists is a public record in its entirety. Also, all information submitted in response to this call for artists is itself a public record without exception. Submission of any materials in response to this call for artists constitutes a waiver by the applicant of any claim that the information is protected from disclosure. By submitting materials, (1) you are consenting to release of such materials by the County if requested under the Public Records Act without further notice to you and (2) you agree to indemnify and hold harmless the County for release of such information. Furthermore, all proposals may be considered for future public art projects.
